 Any Gen 6 and 7 rom hacks with increased shiny odds and custom shinies?
Looking to do a Shinylocke but don’t want to dedicate my whole life to it. Might be too much to ask for though. Thanks in advance!
With Ultra Sun/Ultra Moon, at least, you can use IPS Patches to customise the shiny rate: https://gbatemp.net/threads/usum-ips-patches.488802/
If you're a bit more advanced, you can also customise it yourself using PK3DS.

Pokemon ROMhack with higher shiny chance?
I think Moon Emerald had a high shiny rate as well as Crystal Clear. In Crystal Clear you can also trade in to real cartridges as legal mons for competition.
I've heard that in Ultraviolet there's a free shiny pidgey on the first route. Anyways, I don't know if it's true

Python script to modify the Shiny encounter rate in Pokemon HeartGold/SoulSilver for NDS

  Currently tested with North American HG/SS
  TODO: Add support for other versions

Python3, python library ndspy. To install:

  Place legally obtained HGSS rom in same folder as python script
  Change the filename variable to match your rom's filename
  Change shiny_value variable to a hex value from 0x8 (default, 1/8192 encounter rate) to 0xFF (1/256 encounter rate)
  In a terminal run python arm9_edit.py
  Play your edited rom via your method of choice

The shiny encounter rate offset for different versions:
Language Shiny chance ------------------------ Japanese 0×6FAC0 Spanish HG 0×70078 Korean HG 0×7017C Korean SS 0×70174 Others 0×70080 
This program uses ndspy to extract and decompress the raw arm9 binary file, modifies the value used to determine shiny encounter rate, then reinserts the arm9 into the rom. To be 100% correct we would have to recompress the arm9 before reinsertion, but since this causes the game to crash in some cases, we leave the binary decompressed (tends to work just fine this way).
