   Skymods. Google it. It has all the Steam Workshop mods for HoI4 and various other games too. It's also always updated and has installation instructions bundled. (Some games will require you to unzip the file first). Sorry if my explanation is not understandable. You can just read the instructions on the steam workshop. I dont know how to install Ark mods without using steam. Is it even possible to do so?
